House Appropriations Committee Advances FY2027 EPA Spending Bill
As congressional appropriators continue work to advance fiscal year (FY) 2027 spending bills, the House Committee on Appropriations Subcommittee on Interior, Environment and Related Agencies reported the Interior-Environment spending bill to the full committee on a party-line vote of 7-5. The full committee is scheduled to mark-up the bill when Congress returns from recess on June 3.

The Interior-Environment spending bill is responsible for funding the U.S. Environmental Protection Agency (USEPA). This includes the Clean Water State Revolving Loan Fund (SRF) and the Agency’s other water infrastructure assistance programs. While the President’s FY2027 Budget Request proposed slashing USEPA funding by 52% and effectively eliminate the SRF and WIFIA programs, House appropriators took a less severe posture when it comes to final proposed budget cuts. For CASA priorities the key funding takeaways are:

  • Provides total of $7.04 billion to fund USEPA, representing a 20% reduction from current year funding levels.
  • Funds Clean Water SRF at $1.192 billion, representing a reduction of $446 million from current enacted levels.
  • Funds Drinking Water SRF at $910 million, representing a reduction of $215 million from current enacted levels.
  • Provides Community Projects (funded through the SRF account) with $1.032 billion for the 1,197 water and wastewater infrastructure projects requested by 316 Members.
  • Provides $64 million for the WIFIA Program.
  • Provides $527.9 million for the Office of Science and Technology.
  • Provides $659.2 million for the Agency’s Geographic Programs.
