Associates Committee

Function: The associates committee provides a forum for associate (private sector) members to network, learn about new technologies and capital projects, discuss issues of interest and assist CASA with special projects.
Membership: Each firm/business designates one representative to serve as a member of the committee. There are no fixed terms.
Leadership: The committee elects from its membership a chair, vice chair and secretary to serve one year terms.
Meetings: The committee meets in person twice per year at the CASA conferences and by teleconference at the call of the chair.

Attorneys Committee
Chair – Patrick Veasy
Vice Chair – Michelle Chester
Function: The attorneys committee provides a forum for discussion of legal issues and an opportunity for continuing education for members of the local wastewater agency bar. The committee approves CASA’s participation as a friend of the court in litigation and provides recommendations to the Board of Directors regarding participation in litigation as a party. The committee also provides input to the state and federal legislative committees on measures that require legal expertise.
Membership: Each member agency and legal associate member designates one attorney representative. There are no fixed terms.
Leadership: The committee elects from its membership a chair and vice chair to serve two-year terms.
Meetings: The committee meets three to four times a year in person, including each of the CASA conferences.

Communications Committee
Chair – Mike McNutt
Vice Chair – Neal Bloom
Function: The committee assists CASA in its mission to provide excellent service to its members in the areas of education, outreach and public information. The committee draws on its expertise in communications and public relations to directly and indirectly support CASA members through preparation of toolkits and materials, hosting workshops, presentations at conferences, coaching on best practices and development of strategies and information campaigns.
Membership: The committee consists of 15 seats, appointed by the President for a two-year term.
Leadership: The President appoints a Chair and Vice Chair to serve two-year terms.
Meetings: The committee meets in person twice a year at the CASA conferences and by teleconference or in person at the call of the chair.

Federal Legislative Committee
Chair – Rita Duncan
Vice Chair – Shivaji Deshmukh
Function: The federal legislative committee establishes CASA’s position on proposed federal legislation and executive branch policies. The committee also assists in planning the program for the annual Washington D.C. policy forum and collaborates with other associations on the development of federal policy proposals.
Membership: The president appoints 15 members for two-year terms coinciding with the congressional session.
Leadership: The president appoints a chair and vice chair to serve two-year terms.
Meetings: The committee meets in person twice a year at the CASA conferences, convenes an annual planning session to establish committee priorities and by teleconference or in person at the call of the chair.

Program Planning Committee
Chair – Dave Richardson
Function: The program committee assists in planning the program themes, focus and content for CASA’s two major conferences held in January and August.
Membership: The president appoints eleven members to serve one or two-year terms.
Leadership: The president appoints a chair and vice chair to serve two-year terms.
Meetings: The committee meets by teleconference approximately four times per year coinciding with the conference planning schedule.

State Legislative Committee
Chair – Mike McCullough

Function: The state legislative committee establishes the association’s position on proposed state legislation and ballot measures and assists in planning the program for the annual Sacramento public policy forum.
Members: The president appoints 20 members to serve two-year terms coinciding with the legislative session.
Leadership: The President appoints a chair and vice chair to serve two year terms.
Meetings: The committee meets 3 to 4 times per year in person, including at the two conferences, and by teleconference at the call of the chair during the legislative session.
